Our Vision

One Step Closer to Our Goal

RCC has contracts with SDG Architects Inc, BKF Engineering, Ground Zone, TJKM and Tarrar Utilities firms for the design of the Master Plan of its multi-use campus. The design of the Master Plan has started, and had the preliminary review of its proposal with the City of Oakley.

The budgeted cost of the master plan design and entitlement is $558,000.00 and Alhamdulellah we have raised this.

RCC is getting an Agricultural water well for immediate and long term need with a cost of about $40,000. We have raised about $20,000 and are in need of $20,000.

Our Vision

RCC’s vision is to be a model American Muslim community by offering services that benefit Muslims, in particular youth and seniors.

14+ Acre Land Purchased

  • 2017 Purchased the 14+ Acre land in a PRIME location in Oakley CA.
  • Land is zoned as General Commercial.
  • Land is farmed with grape vineyards over 80+ years.
  • Land is surrounded with City Streets on 3 sides.
  • Land is accessible from 4 directions.
  • Land is next to Highway 160 and is a quarter (0.25) miles from the exit.
  • Land is 1 mile away from 2 Marina Boat Launches.
  • Land is 2 miles from Antioch BART’s Station.
  • Land is a quarter mile away from 30 apartment complex buildings.
  • Land is a quarter mile away from a 70 acre approved shopping center development.
  • Land is walking distance from custom built acreage homes.
  • Land has irrigation water connection to Contra Costa Canal.
  • Land has accessibility to PG&E on 3 sides, Diablo Water District on two sides, and Iron House Sanitary District on one side.
  • The land value has increased to $5 Million.

Features of this Project

  • The RCC campus project is a carefully thought out project, taking into consideration the needs of every member of the community, young and old.
  • The RCC campus project is grand but designed to allow for a phased approach in building each facility.
  • The RCC campus project has revenue generating facilities.
  • Once all phases are complete, the organization will become self-sufficient such that it will not need funds for operations but rather give back to the community.

Plans

  • Contract out a reputable firm to design RCC campus master plan and get it entitled with the City of Oakley.
  • Pay off Qardh Hasan and Properties Fund.
  • Establish a WAQF as soon as conditions are met.
  • Build 1500-2000 sf facility and start daily prayers and other Islamic programs.
  • Apply for exemption of properties tax upon establishment of a facility and save $15,000 per year.
  • Fundraise to build the Masjid.
  • Establish a commission for revenue generating facilities.
  • Work on Halal Investment formulas.

History

  • 2014 Some forward thinking members of the community with a long term vision, found 14+ acre land.
  • 2014 These few members of the community officially Invited five (5) local Masjid to join and share this opportunity.
  • 2015 Established a new independent non-profit 501c3 organization under the name of Ibn Sina Community Center.
  • 2017 Purchased the 14+ Acre land in a PRIME location in Oakley CA for $1.2 Million with $200K donations and $1M as Qardh Hasan under ownership of Ibn Sina Community Center.
  • 2017 Formally submitted a preliminary design and received comments from the City of Oakley’s planning department.
  • 2018 Established Properties Fund for IRA and managed 401K investment as an alternative means of loan.
  • 2018 Ibn Sina Community Center started DBA as Rahma Community Center.
  • 2019 Fundraising and paid off immediate Qardh Hasan.
  • 2020 Started remote programs to fight COVID and protect our Community.
  • 2021 Continued to fundraise remotely and pay out immediate Qardh Hasan; Established a platform with shade for gathering, storage shed, out house, wudo area, and volleyball court.
  • 2022 Paid further Qardh Hasan; got extension from loaners of remainder Qardh Hasan; expanded gathering area to a total of 6K sf; prepared RFP and received three proposals for the Master Plan Design of RCC Campus.
  • 2023 RCC contracted out a local well established Architectural firm as lead consultant to design the masterplan and pursue entitlement with the City of Oakley, as well as coordinate with other consultants such for Traffic Study, Civil Engineering, Joint Trench, and Landscaping Architecture.
  • 2024 Working closely with Consultants to complete the design and submit to the City for entitlement.
  • 2025 Completed Geo Technical survey, Boundary and Easement Survey, and Preliminary Traffic Impact Report. We are joined by Br. Abdel Qader Tarabieh, a Licensed Architect and Br. Abdul Majid. Br. Abdel Qader assisted by Br. Abdul Majid redesigned the master plant to a new level, solving many issues that everyone loves. All for the pleasure of Allah! May Allah SWT bless them both. Started to farm 5000+ grape vines by endless volunteer hours. Volunteers Started U-Pick grapes and Juicing Activity which over 250 families attended and raised about $8K.
  • 2026 Continuing the Siteplan and conceptual building design addressing 30+ feet elevation difference throughout the 14 acre land. A definite must and cost saving prep work before passing it on to other consultants for finalization. In the process of getting agricultural water well (8” diameter / 240’ deep; powered by solar panel) for the immediate and long term need. The overall cost budget is about $40K. Volunteers continued to farm the 5000 grape vines and offer grape U-Pick and Juicing Activity.
